Community Outreach and Business Affairs For the DC Office of Homeland Security
H. Marrel Foushee worked as a contractor for the District of Columbia Office of Homeland Security from 2006-2010 responsible for community outreach and business affairs. The disaster were for emergencies that fell in the district to warrant a disaster declaration included snow storms, ice storms and thunderstorms. Those disasters impacted the district agencies in response that warranted public assistance declarations and subsequently receiving federal declaration due to the of district agencies inability to handle such emergencies of that magnitude without the assistance of the federal government.
Mr. Foushee reported to the Chief of Staff for the Office of Homeland Security. Her specialty was educating the citizens and businesses in the District of Columbia on personal, family and community emergency preparedness. Mr. Foushee has been the project manager for several projects that were awarded for outreach and training exercises for DC residents in all 8 wards of the city including schools as well as the special needs population. Mr. Foushee has educated more than 1000 citizens by developing hands on outreach workshops and exercises and disseminating information on the importance of being prepared in the event an emergency or disaster occurred to residents of the District of Columbia.
While their primary focus was to education and inform District residents, he also created curriculum for the special needs population to include senior citizens with hearing and sight impaired with the assistance and expertise from Gallaudett University and the Lighthouse for the blind. Mr. Foushee has also attended meetings with Principals from each public school and charter schools in the district to discuss how to combine emergency preparedness as a curriculum in the public schools as well as to assist in developing train –the- trainer programs to exercise plans through tabletop, functional or full scale. As a priority for his outreach efforts he also developed workshops in the community for residents to include public school administrators attend to gather information.. Over 80% of community events are held in public schools with facility managers in attendance.

Responsibilities include providing and obtaining support services for families referred by DC
Department of Human Services and for coordinating with other metropolitan area Service
providers and program staff. Serves as program liaison with other service organizations through
personal contacts, attendance at meetings and participation in community oriented activities .
Interview and train staff personnel for appropriate job positions. Prepare monthly reports and
convene general and group meetings and case conferences.
Conducted test and document assessment interviews with family members and other referring
sources. Developed, reviewed, revised and negotiated formal service plans with clients,
appropriate staff and designated others in compliance with program procedures.
Provided case management services to families experiencing homelessness, including
conducting outreach activities, developing plans of care, and making referrals to supportive
services. Also direct services to support clients in temporary housing and develop a housing
plan. Interview, assess counseled and provided resolution for clients in crisis situations involving
social, emotional, financial, health or other problems. Develop plans of care to meet the needs
of the client utilizing person-centered, strengths-based approaches.

Transportation is a critical social determinant that can have a significant impact on the physical and mental health, overall wellbeing of individuals and communities, and access to essential services such as healthcare and social services, educational and employment opportunities.
Transportation itself is a critical social determinant of health, but it also impacts almost every other social determinant by either providing or hindering access to those services or destinations. Lack of transportation results in missed or delayed health care appointments, increased health expenditures and overall poorer health outcomes. Having transportation is a vehicle for wellness.
At Right Hook Management, all drivers are credentialed to provide transportation services and all must:

1. Have applicable licenses and/or certifications issued by the District/State in which services are performed;
2. Do not have excludable driving history or criminal history as defined by Regulatory Requirements;
3. Do not use or abuse alcohol, narcotics or illegal drugs, or be under the influence of prescription medications that impact the ability to perform at any time while providing services;
4. Wear or have visible, easily readable proper identification;
5. Do not use mobile telephones (including texting) or headphones while a vehicle is in motion.
At Right Hook Management, we have an adequate record system for recording services, charges and all other commonly accepted information elements for services rendered.
